      As the world welcomed the dawn of the twenty-first millennium, the founding fathers of the Republic of Anodyne established a formal government and declared independence for all Anodyne citizens and sovereignty for the government and nation of Anodyne.  Subsequently, a constitutional committee was formed and set about the critical task of creating a firm foundation of guiding principles for the difficult task of nation building and governance as Anodyne continues to grow and gains recognition and acceptance among the community of brother and sister nations. 

      Until such time as a permanent homeland is established, the Republic of Anodyne will continue to exist and function as an extraterritorial Constitutional Democracy.  The government of the Republic of Anodyne is committed to establishing its homeland and statehood through peaceful negotiation with other sovereign nations and the United Nations rather than through the use of armed conflict.  Anodyne's refusal to use armed aggression for the purpose of capturing territory for our homeland is absolute, and is an integral part of our Constitution.  No existing sovereign nation has any just cause or reason to fear the emergence of the Republic of Anodyne.

     In the near future, the Republic of Anodyne will open a dialog with the United Nations with the goals of seeking admittance to the United Nations as a full Member State, and to invite the United Nations to assist the Republic of Anodyne in negotiating a permanent homeland for our citizens.  We will seek the involvement of the United Nations because since the end of World War II, the world has seen many dramatic changes in international affairs, and the United Nations has served as an important catalyst for positive change on many issues.  The Charter of the United Nations unequivocally states that the United Nations was founded to "…save succeeding generations from the scourge of war…and to reaffirm faith…in the equal rights of nations large and small…" Anodyne's constitutional repudiation of the use of armed force as a legitimate means of establishing a homeland is consistent with the United Nations Charter, and dictates that Anodyne must negotiate with the community of nations for a homeland.  Believing that the United Nations can and will abide by the principles enshrined in the Charter, we will petition for an opportunity to persuade the Member States of the wisdom and just nature of our cause, and will seek their assistance in our search for a suitable permanent homeland.

     The fact that the Republic of Anodyne was founded, and currently exists temporarily, as an extraterritorial sovereignty is not unique in the world, either historically or contemporaneously.  An example of another well known extraterritorial government is the Palestine Liberation Authority.  The PLA is formally recognized by the United Nations and many other nations as a fully functioning and sovereign government, even though it possesses no landmass over which it exercises sovereignty.  Of course a major difference between the PLA and the Republic of Anodyne is that while Anodyne has publicly declared that it will not resort to armed conflict (or even the threat of armed conflict) to acquire a homeland, the PLA has used various forms of armed conflict to establish a basis for its claim to a homeland.  Historically there have been many other  governments, and governments in exile, that have enjoyed full diplomatic relations with other nations despite the fact that they had neither land mass nor citizens over which they exercised sovereignty.

     Conversely, it should be noted that historically there have been, and still are, many governments that undisputedly exercise sovereignty over both a land mass as well as citizens, but for purely political reasons are denied diplomatic recognition by the United Nations and/or various Member States.  A current example of such a state is Taiwan, and a recent historical example is Cuba.  The fact that they have been denied diplomatic recognition in no way alters the incontrovertible fact that they actually do exist and function, often under conditions of extreme hardship inflicted upon them by larger adversarial nations. 

     In full knowledge of the historical resistance of existing nations against the emergence of new nations, it is the most fervent hope and prayer of the Republic of Anodyne that the United Nations will live up to its Charter and grant the peaceful government of Anodyne expedited diplomatic recognition and welcome us as a full Member State of this most noble institution. 

     During the application process the Republic of Anodyne will continue to function as a sovereign nation, to serve the needs of its citizens, and continue the arduous task of nation building and assume the sovereign powers of currency.
